The sign is cleaning up with car wax cleaner & looking like new(minus the couple hits). More I think about it I may not want to remove the ring. Just mask the sign and wheel/paint the ring. That’s what I meant to say. Would that hurt value(whatever that may be), or help value?

Would that hurt value or help value? that would be your best bet & the easiest, IMO - painting the ring wouldn't have any effect on value of the sign, depends what you like patina or the clean look if it is going out doors I'd keep the patina look .. ...
