I have a coxwell with a gilbarco air head on it. The base and sheet metal are wider on the one you have but look almost exactly the same. The neck is different but where it matches up to the sheet metal and where the hose reels come out are also very similar. In Jacks air meter book it shows coxwell air meters with both eco and gilbarco heads, so I am sure that it's made by coxwell.

My father started stripping the one of the left down last night and found it is stamped on the front Cox...and couldn't make out any other letters because the paint is so thick on these things. So Yes I believe it is a Eco Meter on a Coxwell base. So once blasted Maybe we can find some numbers on this piece.

It sat Cox systems on one of the doors on the base. Is that the same as the coxwell???
