isn't that too short for a 117?

NO, but the dia. is wrong

Flatland,
Cyl.'s are never filled to top of glass. Bottom of zero indicator is where the fuel runs into over flow pipe.
A 12.5" dia. is the outside measurement, re-figure for the inside dia. of 12".

I agree w/ gatorgas.

The last one I had that was freeze broken look like it was cut all the way around. I put a flat piece of glass on it and you had 1/16" valleys in places. I block sanded it and was able to get it fairly smooth. Richard

I have had metal bands made [1 inside, 1 outside] & spot welded. After painting to match pump jar lid, I taped both to cyl @ correct height & filled w/ silicone. Bands are less noticeable at top than at bottom.

IF it's an Etched cyl., do as gatorgas did & get bottom as even as possible then add bands to top of cyl. for correct height.

Dick, That is what I meant when I said "+ air gap at top", I just didn't go into detail about the overflow. I did figure volume at 12", assuming 1/4" wall thickness.

Dang, I wish I knew how to put in the bold caps! This response would have looked so much more impressive.
