What would this dome have been originally for? Bubba got hold of it and tried to modify it for a dome. Thanks

by the looks of the side screws it was a light shade with a wires to hold it on lamp

It's a standard tall side light shade someone modified. The screws along the lip edge might have held a safety wire cage in place.
I buy and sell the unmodified versions all the time for $25-30

Umm, would a standard light shade be off center and rough cut like the one in the pictures?

Yes it's a standard light used in utility situations. Two most common colors are green and white.
