Don't know any details. Repainted, decal or sign etc. Have a chance to purchase this tomorrow. Any ballpark idea on it's value?

Railroads never put their logos on these type of cabinets, other than the railroad grade crossing information on our signal shacks we do not mark them with anything more than a milepost location and that's usually done by a signal employee with a paint pen, that SantaFe logo was added by someone.
Personally I wouldn't give more than 100 for it, that bottom door has some severe rot in the corner, you'll also want to check the interior for anything that could be made of asbestos as it was used in the insulation, so you'll want to stay away from anything like that. And I'm sure you know that thing will be a back breaker to move!
