possible sample grabber used too get samples at different levels of the tank, we used these but this one if one would be a earlier version- my 2ยข .. ... there would need too be more too it like a weight on the bottom, being glass if complete - a float for a possible alarm (instrumentation) in a refinery. what does it say on the glass of this piece?

This is from the John Tokheim Pump Company, not the Tokheim Pump Company. After John lost control of the original Tokheim Pump Co, and it was moved to Ft. Wayne, he started this company. He made at least three visible pumps, but mainly sold items used by the suppliers of gasoline. This is a float that was used to determine how many gallons of gasoline were in a large tank. Included with this was a long glass tube that showed the numbers of gallons. These actually were still being sold up until the mid 1950s.

I actually have one, I believe it is still in the original box, now that you reminded me of it, I think I will post it for sale this week.
