I would sandblast it and then put the blue tape on the bottom side. Using JB weld build up a two layers at different times on it and then sand it down. This will all fill in and then remove the blue tape. You can just JB weld the other side with a single coat and sand.

Common rust out spot on tokheim 850's... you might hav a hard time getting one in good shape? Chris
