I just wanted to ask and see if the best way to remove surface rust off the bottom of a rack that is aluminum (?) is to use barkeeps friend? It does not go all the way through and is only in that area. This is an old Johnson outboard motor stand. Any help would be greatly appreciated.

The bottom of the rack is not aluminum it is galvanized steel. Aluminum will not rust like that it will corrode & turn white. The only thing you can do to this is sand it down to bare medal or sandblast it. You could paint it with silver or cast iron colored paint to match.

Aluminum does not rust, it oxidizes. Your stand looks to be Galvanized steel.
