My guess is 60's. If it originally had the Texaco Hex decal then that confirms mid 60's.

Those are actually metal signs and is the original.The rings hold the signs in place.

Your hose reel looks identical to mine and appears to be a unit made by Balcrank and was designed as a ceiling mount. It looks like they used the deco look for several years if your Texaco signs are original as I've seen pics of this unit as early as the 1940's.
