I bought yesterday at a flea market a pretty rare small singer embossed tin sign from 1931, it's pretty damaged but I got it for only 25 €, do you think it's possible to clean the rust off or is it too far ? the bottom of the sign is good to me but it's the top I'm concerned about

You don't want to play around very much with a painted sign. Nothing wrong with the way this one presents.
