Anyone that has ever poured gasoline into a coffee can [for cleaning parts] can tell ya that the vapors will over flow the can & flow across the floor. Gas Vapors are heavier than air.
Another reason most pumps have vents around the base was to disperse the vapors so they didn't build up inside the housing.
