It looked to me like the previous owner used a black magic marker. I sometimes have to stop myself to keep from over doing it. Thanks to everyone for the kind words. See what I mean? Very easy to get carried away. Yes the paint is PPG basecoat clearcoat. 2 or 3 coats of clear, then wetsand with 2000 paper and polish back to a shine.
