I just bought these pumps and I have never seen the globe rings turned upside down with the unknown attachement on it. Does anyone have an idea what and why this was done?

They are the bases for a plastic ball light. Had these on my columns for years until I got some real street lights. The bottom screws up to lock the inside part of the plastic round globe to the bottom mount. Just sqeezes it together. This is my thought from what I had.
