Was this part of the Handel? Or did the Handel mount under this part that slide into the fingers? 1970 pro street cuda. 1970 cuda convertable

The 2 bolts top corners of the skin Do they thread all the way through the jar base against the pipe? And hold base into place? Or do they only hold the skin on? I want to remove the base. The bolts have broke off even with lots of heat so now must be drilled out and taped 1970 pro street cuda. 1970 cuda convertable
