My steel/tin sign is “peeling” not the the paint but, a thin layer of what I believe to be clear coat. How do I remove this? Any and all suggestions will be welcomed.

Tough one to do without harming the paint underneath as well.

You might be able to remove all the loose and peeling clear and then re-clear it. I've never tried it but works in my head.
