I would set them up all in a row, sooner or later some ??? would come over the meter grab the handle and start turning it like it was a slot machine and money would come out somewhere. I would run over, scream and give him a piece of my mind. I soon learned to display my meters without a reset handle on them.
So, looking at the pictures you provided, my first conclusion is that somebody cranked your meter up until it locked up.
Also, there appears to be missing parts, where is the arm that the hook on the spring attaches to? Also the brass ring around the screw is upside down. If some of these parts are missing, possibly you purchased a basket case. I have seen many meters that were used as a parts source.
I know how to take care of this problem, but it is not something that is easy to explain.
