My friend Walter runs a nice antique store in Bellingham Washington. The two of us are trying to figure out what this was used for. Any ideas? It mounts on the wall and can swing back and forth.

If it was flipped over, it could have been used to hang garments with metal coat hangers?? Like at a cleaners or something like that?

Holds early bicycle tires? Not the inner tube but the outer tube? I still remember when my bike had inner tubes...I'm old! LOL

It looks like you could squeeze the outer tube/cover into it and when you release it, one of the edges would catch and hang????

Maybe floor mats hung from it. They made a mat that had a heavy ribbed edge that made them lay flat without rolling up.
Just a guess.
