It's very similar to the top of old carbide acetylene generators. Water would be metered from this top glass cylinder to a bottom tank with carbide in it, making acetylene gas. I have a complete unit of one of these, but it's stored away where I can't get a photo. Google "carbide gas generator" and look at images. I might be wrong on my assessment here, but my unit's glass cylinder is about the same size as yours.

Sam is right! I have seen several old acetylene generators, and they all used a glass cylinder like this one.
