I'll provide all the information I have with this item.

It was used at my Grandfathers oil company sometime back in the 50's. I was unaware of the details of the pump and did a bit of research. Here is what I found from a specialist on Automobilia in Kentucky:

Atlantic started back in 1866, a few years later Standard took it over. It became a refining company after the Standard break-up in 1911. Atlantic began marketing on it's own in 1915. I believe your unit is a 1916 because of it's design. It could be a few years later, but in the 1920's the design changed.

It looks to me that it is "pretty much" all there. It is missing a screen filter that had mesh wire in it at the large opening in the barrel. This filter is removable and that is probably why it is missing. Gilbert & Barker made several different oil dispensers through the years, but not many like this.

You'll also have to excuse all the sideway images. My iPhone won't allow me to rotate them, its extremely annoying. Also, disregard the red box surrounding the tank, thats obviously not on the tank itself...

First of all, if your camera won't allow you to flip pictures, try turning you camera 45 degrees, and you will get a picture we can see.
Second, if you had a copy of my Gas Pump Identification book and check out page 154, you would have seen the G&B 6. It has a similiar dial, and crank set-up, so this would indicate that it is from somewhere around 1916. G&B made tuns of items, many of which I will never be able to identify, in your case the same pumping set-up used on the 6, was used on a tank to pump, whatever.
All the info above means nothing, what you have is an early oil, kerosene, alchol, etc., dispenser. It doesn't matter what brand is on the outside, many companies used this type of dispenser.
As for being rare or not, it doesn't matter how many of them are out there, what matters is how many collectors are there out there who want to add this to their collection.

The iPhone has something called a potentiometer which correctively turns my screen 45 degrees as I do it, so it's not as simple as it seems, believe me.

I'm new here and didn't know about your book, but glad I do now. Thanks for the super helpful information!
