Randy,
That is not a 33, it is the head that was originally on a 37 or a 38. Who ever put this together used a brake drum and some metal, possibly a part of an old piece of farm equipment for a post. The 33 is what Rocco has shown in the top two pictures. This first picture which is probably from my Air Meter ID book shows the 33, the second picture is still a 33, but with a rare option, the post on the top of the meter that held a light.
Over the years I have had requests for that piece of stainless that is at the bottom of the pedestal. It seems that that piece easily came off and is missing from many units found today. I believe, Scobie sells something to replace it.

You are correct the first picture is from your Air meter Identification and price guide,second pic I found on the internet and yes Ron Scobie sells that piece.
